Recalls that the externalisation of some tasks to public implementing bodies must meet a specific objective, that the tasks involved must be technically complex and temporary, and that, in all events, tasks which are the responsibility of the public authorities or which involve the exercise of discretionary powers or access to confidential information may not be delegated to executive agencies;
