It would, in my opinion, be wiser to let them define their strategies and forge their own partnerships for joint campaigns aimed at other countries, instead of having to fall in line with an orientation in which the federal government will, as always, be seeking to enhance its role and, ultimately, to gain a higher profile.
Toutefois, si on laissait ces acteurs définir entre eux ces stratégies et se regrouper eux-mêmes pour élaborer des projets de mise en valeur en commun à l'étranger, cela m'apparaîtrait plus sage que d'opter pour une orientation où le gouvernement fédéral va, là comme ailleurs, chercher à accroître son rôle et aussi, ultimement, sa visibilité.
