This objective is accomplished by a variety of measures, including: removing the distinctions in the law that originate from another century; removing overlapping offences; improving the coherence and functionality of the law by removing problematic language, such as “dogs, birds and other animals”; eliminating the illogical notion of “wilful neglect” that is not found anywhere else in our
criminal law; and filling in gaps by creating new offences of killing an animal with a brutal or vicious intent and training an animal for the

Cet objectif sera atteint à l'aide de plusieurs mesures, dont la suppression des distinctions qui datent d'un autre siècle, la suppression des infractions qui se chevauchent, l'amélioration de la cohérence et de la fonctionnalité du code par la suppression de termes problématiques comme « chiens, oiseaux et autres animaux », la suppression de la notion illogique de « négligence volontaire », qu'on ne trouve nulle part ailleurs dans notre Code criminel; et le fait de combler des lacunes en créant les nouvelles infractions de tuer sauvagement ou cruellement un animal et de dresser un animal pour qu'il combatte un autre animal.
