The rapporteur acknowledges that there are major differences in structure between the fisheries sectors in the various Member States and that the job of the national authorities in collecting and processing data on the volume and value of landings of fishery products differs accordingly. There are also differences in the way in which national fisheries statistics systems are organised and in the data collection techniques used. These must be tailored to the situation and the structure of the fisheries sector in each Member State.

The planned measures consist of support for research, fisheries surveillance, maritime training, the development of fisheries statistics, sea rescue, institutional support for the system for managing fishing licences and support for managing seamen, expenses incurred in organising and attending international seminars and meetings and the development of artisanal fishing.

To this end, financial compensation (EUR 1 065 000) will be used to finance four types of measure: scientific programmes (EUR 200 000), support for monitoring, inspection and surveillance, including the introduction of a VMS system (EUR 280 000), improved fisheries statistics (EUR 100 000) and support for the ministry responsible for fisheries in drawing up and implementing fisheries development policies and strategies (EUR 485 000).

OTHER FISHERIES DECISIONS (adopted unanimously, without debate, unless otherwise stated) Statistical monitoring of trade in bluefin tuna The Council adopted a Regulation introducing a system for the statistical monitoring of trade in bluefin tuna (Thunnus thynnus) within the Community; from 1 July 1994, catches of bluefin tuna by Community vessels or producers and entry for free circulation (including direct landings) of such tuna from third countries will be subject to the system.

Statistics published in 2006 by the Department of Fisheries and Oceans policy and economic branch show that fishermen in the three lobster fishing areas, LFAs, surrounding Prince Edward Island earned the following before-tax incomes from all fishing sources: In LFA 25 — lobster fishing area 25 — $7,082; LFA 26A was $11,010; and it was $63,423 in LFA 24.
