Honourable senators, it was 20 years ago today, some 30 or 40yards from here, at the centre of Parliament Hill, at the foot of the main steps, following the signing of the Charter by both Her Majesty the Queen and the Prime Minister, that the Prime Minister made a few remarks to the assembled throng who, in the process, were getting soaking wet.
