The CTRL project is principally about the construction and operation of the rail link but the deal also involves the transfer of two government-owned companies to London and Continental Railways (LCR), the consortium responsible for building and operating the CTRL. These companies are: European Passenger Services Ltd (EPSL), which operates with SNCB and SNCF the passenger service in the Channel Tunnel, and Union Railways Ltd (URL), whose task has been to conceive the CTRL project.
