We are concerned to guarantee our companies the greatest possible freedom and the greatest possible opportunity to act within Europe, but, unless we establish a pan-European system of monitoring, so that the operation of these companies is controlled, we run the risk of the kind of frauds and scandals currently taking place on an exclusively national level taking place throughout the European Union.

Given that some EU-based companies that operate across EU borders have been able to avoid penalties imposed for infringements of health and safety laws and that some of those cases have been highly visible and have involved loss of life or near loss of life, will the Commission act to ensure that there is sufficient legislation and coordination between national authorities and at European Union level which will guarantee that companies cannot avoid the fines and penalties imposed by Member States?
