The question that is always before ministers and their political and public service advisers in the run-up to the drafting process is " will this Throne Speech be thematic, perhaps with an overarching vision of the country, or is it going to be a Christmas tree on which the baubles of every minister, department, agency and interest are hanging from the branches?" Invariably, we would pledge to each other that this time it would be a thematic Speech from the Throne and almost as often it turned out to be a Christmas tree.
Alors qu'ils se préparent au processus de rédaction, les ministres, leurs conseillers politiques et leurs conseillers de la fonction publique se demandent toujours si le discours du Trône devra être thématique et peut-être s'articuler autour d'une perspective d'ensemble du pays ou s'il devra plutôt être une sorte d'arbre de Noël décoré des étrennes de tous les ministres, de tous les ministères, de tous les organismes et de tous les intéressés. Chaque fois, nous nous promettions de rédiger un discours thématique mais, la plupart du temps, nous aboutissions à un arbre de Noël.
