The revised directive should oblige all member states to keep a national register of all asbestos-related pathologies. National health monitoring programmes should be implemented and extended to all who have been exposed to asbestos, or who have good reason to fear that they have been so exposed. Adequate compensation should be payable to all victims, whether or not their exposure was occupational. Where the precise source of the exposure cannot be identified or involves, for example, an enterprise which no longer exists, public authorities should be responsible for this compensation.
