Ces dispositions obligatoires concernent notamment l'équipement des navires avec un marquage permanent du numéro d'identification du navire, un système d'identification automatique (AIS), une alarme de sûreté du navire, destinée à la diffusion d'alerte en cas d'action hostile contre le navire, et la délivrance d'une fiche synoptique continue du navire, véritable document d'identité retraçant la vie du navire. Elles prévoient aussi un ensemble de mesures actives et passives de sûreté, articulées autour de trois niveaux de sûreté (normal, renforcé, élevé) dont la mise en œuvre est liée à l'analyse des risques.
