3. Regrets that in spite of the lessons to be learnt from the war in Iraq, the Draft Constitutional Treaty presents some of its most striking shortcomings precisely in the field of the CFSP, in particular confirming unanimity plus constructive abstention instead of QMV as the general rule for the CFSP , by failing to fully extend the Community 's procedures to the CFSP, maintaining confusion in the field of the external representation of the CFSP, and by recommending totally insufficient democratic parliamentary accountability;
3. déplore qu'en dépit des leçons qui doivent être tirées de la guerre en Iraq, le projet de traité constitutionnel présente plusieurs de ses plus graves lacunes précisément dans le domaine de la PESC, notamment en confirmant l'unanimité et l'abstention constructive au lieu du vote à la majorité qualifiée en tant que règle générale pour la PESC, en n'étendant pas totalement les procédures communautaires à la PESC, en maintenant la confusion dans le domaine de la représentation à l'extérieur de la PESC et en recommandant une responsabilité démocratique devant le Parlement nettement insuffisante;
