At the request of the Italian authorities, the Commission adopted two decisions (on 5 September for Umbria and on 9 October for Marche) extending to 31 September 2002 the deadline for making payments to the final beneficiaries in order not to interrupt the process of reconstruction begun in rural areas.

Points out that irregularities stem to a considerable degree from complex requirements and regulations; underlines that the number of irregularities in the implementation of cohesion programmes could be reduced through the simplification of management and procedures, early transposition of the newly adopted relevant directives and reinforcement of administrative capacity, notably in the less developed regions; stresses, therefore, the need to minimise the administrative burden for beneficiaries when ensuring the verifications necessary to ensure proper use of ESIF appropriations, as well as the need for efforts to optimise and improve the flexibility of management and control systems, place greater focus on risk assessment and correct ...[+++] the allocation of responsibilities among all authorities, while at the same time not undermining established strengthened control procedures, in order to prevent irregularities more effectively and, as a consequence, avoid financial corrections and interruptions in, and suspensions of, payments; is concerned about the low rates of disbursement of financial instruments to beneficiaries, in particular in view of the objective to increase the use of these instruments; asks, in this regard, the Member States, the managing authorities and other relevant stakeholders working with these financial instruments to make full use of the technical assistance provided through the Financial Instruments-Technical Advisory Platform (FI-TAP) and the fi-compass;

Calls for the effective implementation of the legislation and bilateral and multilateral agreements on national and ethnic minorities in an equal, non-discriminatory and proportional manner throughout the country; calls on the authorities to promote a climate of tolerance and equal treatment, without any discrimination against national and ethnic minorities, including access to education in the mother tongue, and use of languages in local and regional public administration; calls also for improvements in order to eliminate discrimination in existing laws and practices concerning property restitution for members belonging to nationa ...[+++]l and ethnic minorities; underlines the importance of National Minority Councils, their role in the integration of national minorities such as in the implementation of the individual and collective rights of national minorities, and calls on the authorities to provide uninterrupted and adequate financial resources for their work; calls on the authorities to ensure a smooth electoral process for the 2014 election to the National Minority Councils, in line with the recommendations made by the independent bodies; expresses concern about the possible interruption of the broadcasting of programmes in minority languages because of the announced privatisation of the media;

Observes the increasing level of suspension and interruption of payments carried out by the Commission; notes that in spite of the fact that the Commission ensures corrective actions to be systematically initiated whenever deficiencies are identified, the Court is of the opinion that there is no assurance that financial correction mechanisms adequately compensate the detected errors, nor that they prevent the recurrence of such errors; highlights the need for Member States to work more closely with national audit authorities to ensure better co ...[+++]ordination; takes the view that the efficiency of control procedures in the Member States should be stepped up so that errors can be identified even at first-level inspection; calls, therefore, for better definition and tailoring of the procedures leading to the suspension or interruption of payments;
