(3) Where a peace officer or the superintendent impounds a domestic animal pursuant to subsection (1) or where a peace officer destroys a domestic animal pursuant to subsection (2), the peace officer or superintendent, as the case may be, shall, if the name of the keeper can readily be ascertained, forthwith notify the keeper of the domestic animal.
