Assessing the Educational Soundness of Learning Materials

* The Commission, in close cooperation with the Member States, will examine approaches at national level to developing seals of quality for ICT based learning and teaching material, in particular learning software, with a view to their possible development at European level to ensure coherence and consumer protection.

They will help to strengthen cooperation with publishers of educational software, with a view in particular to improving distribution circuits, the production of innovative learning packages and materials which can be reused in different production contexts, and the use of open source software.

The Socrates and Leonardo da Vinci programmes, and their successors, can play a greater part in promoting linguistic diversity by funding projects to raise awareness about and encourage the learning of so-called 'regional' 'minority' and migrant languages, to improve the quality of the teaching of these languages, to improve access to learning opportunities in them; to encourage the production, adaptation and exchange of learning materials in them and to encourage the exchange of information and best practice in this field.

The advantages of the early learning of languages - which include better skills in one's mother tongue - only accrue where teachers are trained specifically to teach languages to very young children, where class sizes are small enough for language learning to be effective, where appropriate training materials are available, and where enough curriculum time is devoted to languages.
