Through consultations and review of information produced by Citizenship and Immigration Canada and Statistics Canada, and data such as circulation information and language of the papers, departments determine the optimal media mix within the budget allocated.

When I was the first to raise this possibility or this concern in certain English-Canadian media, I was described as some sort of hothead and accused of mixing apples and oranges.
