It is well known that the financial framework decided on in Berlin is clearly inadequate for dealing with the costs of enlargement, the increased requirements of economic and social cohesion and, at the same time, for responding to the new priorities arising in the meantime, particularly for internal and external policies.
Il est de notoriété publique que le cadre financier décidé à Berlin s’avère manifestement insuffisant pour faire face aux coûts de l’élargissement, aux besoins accrus au niveau de la cohésion économique et sociale et, simultanément, pour répondre aux nouvelles priorités qui surgissent entre-temps, notamment au niveau des politiques intérieures et extérieures.
