(13) The objective of this Directive, namely the modernisation of Community law on the organisation of working time and enhancing its enforceability, cannot be sufficiently achieved by Member States and can, therefore be better achieved at Community level; the Community may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.

From the suggestions made with regard to carrying out such a revision, the majority of members were in favour of: i) extending the time-limit of one year for bringing return proceedings and the time-limit of two months for the competent authorities of the requesting Member State to check the nature of the cultural object found in another Member State, ii) clarifying certain provisions of the Directive to render its application easier, for example indicating the common criteria for making interpretation of the concept of "due care and attention" more uniform with regard to compensation of the possessor, or iii) extending the time-limit fo ...[+++]r drawing up reports on the Directive.

As applied to social inclusion and pensions, it has involved: agreeing common objectives which set out high-level, shared goals; preparation of National Action Plans (NAPs) for Inclusion and National Strategy Reports (NSRs) for pensions, in which Member States set out their policy plans for an agreed time period to meet the common objectives; evaluation of these plans/strategies in Joint Commission/Council Reports; and joint work on indicators to allow mutual understanding and evaluation and, where appropriate, target setting.
