One of the things we need to do is to become horizontal and to develop a method in which government can look at every department, agency, institution, and piece of policy and legislation and use a lens that will say that given that Canada's diversity is such and given that we have such barriers, when we build policy, a “one size fits all” policy will not work, because it will not ensure that everyone is able to get to the starting post.
L'une des choses que nous devons faire, c'est adopter une approche horizontale, autrement dit mettre au point une méthode permettant au gouvernement d'examiner chaque ministère, organisme, institution, politique et mesure législative et, à l'aide d'une grille, de concevoir ses politiques et ses programmes car, étant donné la diversité du Canada et les obstacles, une politique universelle ne donnera aucun résultat en ce sens qu'elle ne permettra pas de s'assurer que chacun puisse commencer à la case départ.
