Is aware of the criticism expressed in the report of the Commonwealth Observer Group "that the conditions prescribed by the government for the campaign period were unduly restrictive and curtailed the freedom of parties and candidates to conduct their normal campaign activities" and its conclusion that the election was part of an "incomplete democratic process"; is further aware that, because of this, Pakistan remains suspended f ...[+++]rom the Commonwealth;

The European Union hopes all parties and political forces will work together to achieve good governance and functioning democratic institutions in Pakistan and the transfer of power from a military to a civilian administration.

I will underline the importance to EU-Pakistan relations of Pakistan sticking to the road-map for democratic elections in October, ensuring an environment that enables political parties to campaign freely, and of Pakistan sticking to the promises made in President Musharraf's speech 12 January that his country would not be used for terrorism against anyone".
