32. Recommends that the Commission carefully monitor the independent functioning of equality bodies, for which purpose it can use as a reference the Principles relating to the Status of National Institutions ('the Paris Principles') as adopted by UN General Assembly resolution 48/134 of 20 December 1993 , which include principles on the adequate financing of such bodies;

Having regard to the principles relating to the status and functioning of national institutions for the protection and promotion of human rights (the Paris Principles), the composition of that Board should ensure the Agency's independence from both Community institutions and Member State governments and assemble the broadest possible expertise in the field of fundamental rights.
