[28] The units should function as a contact point for law enforcement bodies in other countries in and outside the EU and experts from the unit should participate in meetings such as the meeting of the Analytical Work Files group on human trafficking, meetings related to the EU policy cycle and meetings of the contact points mentioned in Europol’s contact manual for human trafficking.

(l)in order to ensure uniform application of the Regulation, referring, where appropriate, to the enlarged Board of Appeal (‘the Grand Board’) questions on a point of law, in particular if the Boards of Appeal have issued diverging decisions on the point.

It ensures the EU's approval of, and participation in, the Rotterdam Convention after the Court of Justice had annulled the original legislative decision on a point of law.

As was pointed out at paragraph 39 of this judgment, the appraisal of the facts does not, save where the facts or evidence submitted to the Court of First Instance have been distorted, which this ground of appeal does not allege, constitute a point of law which is subject, as such, to review by the Court of Justice on appeal.

This category includes (a) all cases raising a new point of law, the aim being to avoid decisions, whether based on national law or on Community law, which are incompatible with the latter; (b) among cases of the utmost importance from an economic point of view, only those in which access by firms from other Member States to the relevant national market is significantly impeded; and (c) certain cases in which a public undertaking or an undertaking treated as equivalent to a public undertaking (within the meaning of Article 90 (1) and (2) of the Treaty) is suspected of having engaged in an anti-competitive practice.

The appeal may be based on points of law (such as a breach of procedure) or matters of fact (e.g. a re-evaluation of the facts or evidence).
