This EU Drugs Strategy takes into account relevant UN political documents, including the UN Political Declaration and Action Plan on International Cooperation towards an Integrated and Balanced Strategy to Counter the World Drug Problem, adopted in 2009, which states that drug demand reduction and drug supply reduction are mutually reinforcing elements in illicit drugs policy and the UN Political Declaration on HIV/AIDS.

Major recent developments with respect to the Korean Peninsula have included the considerable steps forward in political liberalisation and economic reform in South Korea under President Kim Dae-Jung; the beginning of a thaw in inter-Korean relations with the "sunshine policy" of President Kim and his summit meeting last year with the North Korean President Kim Jong-il; and, in our bilateral relations, the coming into force on 1 April 2001 of the EU South Korea Framework Agreement and its attached political declaration, underlining the increasing strength of our economic and political relations, as well as the recent opening of diploma ...[+++]tic relations with the DPRK.

The three Institutions recall and stress the importance of the Joint Political Declaration of 28 September 2011 of Member States and the Commission on explanatory documents and of the Joint Political Declaration of 27 October 2011 of the European Parliament, the Council and the Commission on explanatory documents, regarding explanatory documents which accompany the notification of transposition measures.

Therefore I would like to focus this morning on the major achievement, the political declaration; explain if necessary a little about the political declaration, the highlights of the political declaration and part of the plan of action; and tell the committee about the follow-up that is going to take place.
