In January 1997, following the accident in Puerto Plata (Dominican Republic) in 1996 which mainly involved German tourists on board a Turkish charter plane, the European Commission drafted a proposal for a Directive on the safety of third countries' aircraft.

Je tiens à rappeler qu’à la suite d’un accident semblable à celui de Flash Airlines survenu en 1996 à Puerto Plata, en République dominicaine, au cours d’un vol effectué par une compagnie de charters turque pour le compte d’une agence de voyages allemande, la Commission a présenté en 1997 une proposition de directive sur le contrôle des aéronefs de pays tiers atterrissant dans les aéroports de la Communauté.
