Projects in the Quick-start Programme are cross-border ones with a strong European dimension which, in the Commission's assessment, are mature, financially and economically viable, can facilitate investment in other national infrastructures and initiatives and which will deliver considerable long-term benefits for growth, jobs and the environment.
