1. Prior to consent from the land or property owner and, if applicable, financial compensation, every provider of public communications networks shall have the right to terminate its network at the concentration point, provided that it minimise the impact on the private property and at its own costs, in view of accessing the high-speed-ready in-building physical infrastructure.

Avant l'accord du propriétaire foncier ou immobilier et, le cas échéant, avant compensation financière, tout fournisseur de réseau de communications public a le droit de faire aboutir son réseau au point de concentration, à ses propres frais et pour autant qu'il garantisse une incidence minimale sur la propriété privée, afin d'accéder à l'infrastructure physique adaptée au haut débit située à l'intérieur du bâtiment.
