E. whereas the local fighting in the Sa'dah region took on a regional dimension when Saudi military forces engaged the rebels following an incursion on the Saudi-Yemen border and launched raids on the rebel positions; whereas the Yemeni Government has alleged that external Shiite elements have been supporting rebel movements in the north of the country,

13. Points out that the illegal exploitation of natural resources in the east of the DRC is a source of funding for the rebel groups and, therefore, of instability in the region; reiterates the importance of combating such illegal exploitation by rebel groups and governments in the region; calls in this respect on the DRC authorities, in collaboration with MONUC, to close down the economic bases of rebel groups by preventing them from accessing mineral supplies (particularly diamonds, coltan and gold) and trading networks;

When in February the European Council condemned the attacks by the Chad rebels on the Chad government, on the one hand it appealed for a political dialogue among the government, the opposition and the rebels, and on the other hand it emphasised the urgent need for a political dialogue between the governments of Chad and Sudan.

(1) The sanctions adopted by the United Nations Security Council against the rebel movements in Sierra Leone and Angola and against the Liberian government, prohibiting under certain conditions imports of rough diamonds from Liberia, Angola and Sierra Leone have not been able to stop the flow of conflict diamonds into the legitimate trade or to bring the conflicts to a halt.

(4) There is a need to complement the existing measures with effective controls over the international trade in rough diamonds in order to prevent the trade in conflict diamonds from financing the efforts of rebel movements and their allies to undermine legitimate governments.
