With respect to payments to accounts, clause 103 of the bill provides authority, on requisition of the Minister of International Trade, to make payments out of the consolidated revenue fund in order to meet Canada's financial obligations under the agreement.

In brief, section 32 ensures that funds are available to pay for any goods or services contracted; section 33 deals with requisitions for payment; and section 34 ensures that no payment for goods or services requisitioned by the government shall be made unless there is a certification on record that the goods or services have been supplied in accordance with the government contract which authorized the expenditure.
