The rapporteur believes that the primary conclusion from these initiatives is that rotund political slogans will never become reality without a proper legal basis, financial support and incentives, as well as an EU mechanism to coordinate the actions of stakeholders ranging from local governments to the Council, harnessing the advantages of multi-level governance.
Votre rapporteure estime que la principale conclusion qu'il convient de tirer de ces initiatives est que les slogans politiques proclamés haut et fort ne se traduiront jamais dans les faits sans une base juridique, un soutien financier et des incitations appropriés, et sans un mécanisme de l'Union qui coordonne les actions entreprises par les différentes parties intéressées, qui vont des pouvoirs locaux au Conseil, pour tirer profit des avantages d'une gouvernance à plusieurs niveaux.
