Nous avons vécu un Conseil européen dans lequel la dislocation des institutions, la dislocation du Conseil, son émiettement en apartés, en combines et en formations les plus diverses, s'est montrée au détriment du travail de la présidence belge, qui n'y est pour rien, bien entendu, et voilà qu'on rappelle les grands principes et qu'on dit avec calme, avec sérénité, comment devrait fonctionner l'Europe, et comment elle ne fonctionne pas, faute d'appliquer les sages recommandations et considérations de notre rapporteur, du haut de son expérience de plus, de quelqu'un qui a vécu de l'intérieur l'expérience du Conseil des ministres, et du Conseil européen tout court.
