If in the view of the reporter an occurrence did not endanger the safety of the operation but if repeated in different but likely circumstances would create a hazard, then a report should be made. What is judged to be reportable on one class of product, part or appliance may not be so on another and the absence or presence of a single factor, human or technical, can transform an occurrence into an accident or serious incident.

La notification d'un événement peut être jugée nécessaire pour une catégorie de produits, de pièces ou d'équipement et ne pas l'être pour une autre catégorie; l'absence ou la présence d'un facteur donné, humain ou technique, peut transformer un événement en accident ou en incident grave.
