In February of 1938 Chalotte Whitton, then Executive Director of the Canadian Welfare Council and later Ottawa’s first female mayor, wrote a personal letter to the Prime Minister’s Executive Secretary, Edward Pickering, to prevent what she termed “ a wrong against our national animal, the beaver, as to have this stone work represent a beaver with nine kittens”.
En février 1938, Charlotte Whitton, alors directrice générale du Conseil canadien du bien-être social et, plus tard, première femme à occuper le poste de maire à Ottawa, écrit à Edward Pickering, secrétaire général du premier ministre, une lettre personnelle où elle déplore « le tort qu’on fait à notre animal national, le castor, en le représentant dans la pierre avec neuf petits ».
