The solution to the problem of unemployment is not to be found merely in theoretical studies of macroeconomic causes or the means to be used to alleviate this pan-European burden. Although increased investment is one of the prerequisites for job creation, such investment requires healthy economic growth or wide-ranging ad hoc interventionist measures (which in turn can produce structural imbalances in the medium to long term).
