During the proceedings the Commission has reached the conclusion that the extension of the cooperation originally limited to KSB Aktiengesellschaft (Germany) and Lowara SpA (Italy) to two American firms, Goulds Pumps Inc. and ITT has not only created the conditions for a scale of production which was economically justified, but that without the extension the development of the pumps up to the stage of mass production would have been suspended.
La Commission, au cours de la procédure, est arrivée à la conclusion que l'extension de la coopération, initialement limitée à la KSB Aktiengesellschaft (Allemagne) et la Lowara SpA (Italie), à deux entreprises américaines, la Goulds Inc. et ITT, n'a pas seulement créé les conditions pour une fabrication en grande série rentable, mais que, sans elle, le développement des pompes en question jusqu'à la production en série aurait été arrêté.
