(a) The State should have sufficient legislative, budgetary, executive and judicial powers in order to be capable of meeting the EU accession criteria, to establish and maintain a functional single economic space, to promote economic, environmental and social cohesion and to represent and defend the overall interests of the country abroad; the safeguarding of vital national interests within BiH must be compatible with the country's capacity to act,
(a) l'État devrait disposer de pouvoirs législatifs, budgétaires, exécutifs et judiciaires suffisants pour être en mesure de satisfaire aux critères d’adhésion à l'UE, de mettre en place et de maintenir un espace économique unique fonctionnel, de promouvoir la cohésion économique, environnementale et sociale, et de représenter et défendre les intérêts globaux du pays à l'étranger; la sauvegarde des intérêts nationaux vitaux en Bosnie-et-Herzégovine doit être compatible avec la capacité à agir du pays;
