– (FR) Mr President, among the many failures that marked the history of the European Union in 2003 – the split on Iraq, the rejection of the euro by Sweden, the wreck of the Stability Pact and the fiasco of the draft constitution – the rout of the Commission in Cancún, which we debated in this very House just a short time ago, could in the end have been regarded as a minor incident.
