L. whereas a failure to agree on a new version of Regulation (EC) No 1049/2001 would send the wrong signal about the nature of the EU to its citizens, and whereas such a failure would undermine the legitimacy of EU decision-making, especially in the light of the fast-approaching key European elections;
L. considérant que l'absence d'accord sur une nouvelle version du règlement (CE) n° 1049/2001 enverrait aux citoyens européens un message négatif sur la nature de l'Union et qu'un tel échec porterait atteinte à la légitimité du processus décisionnel de l'Union, en particulier dans la perspectives des prochaines élections européennes, moment clef dont la date approche rapidement;
