In particular, the protection of victims' rights is an essential part of a range of EU policies and/or instruments relating to human trafficking, sexual abuse and sexual exploitation of children, violence against women, terrorism, organised crime, and enforcement of road traffic offences.

The proposal will build on and complement existing instruments, in particular Council Directive 2011/36/EU on preventing and combating trafficking in human beings, and protecting victims[7], in Council Directive on combating the sexual abuse, sexual exploitation of children and child pornography[8] presently under negotiation or in Council Framework Decision of 2002/475/JHA on combating terrorism[9] as modified by Council Framework Decision 2008/919/JHА of 28 November 2008[10].
