Welcomes the steps taken by the parties on both sides of the Taiwan Strait which resulted in the signing of some 15 agreements, including the Economic Cooperation Framework Agreement (ECFA) and an agreement on intellectual property rights, in June 2010; given that the expansion of cross-strait economic relations is in the interest of both sides and of the EU, strongly supports the enhancement of EU-Taiwan economic ties and the signing of an EU-Taiwan economic cooperation agreement; reiterates its support for Taiwan's meaningful participation as an observer in relevant international organisations and activities, such as the United N ...[+++]ations Framework Convention on Climate Change (UNFCCC), the World Health Organisation (WHO) and the International Civil Aviation Organisation (ICAO); commends the EU's decision to grant a visa exemption to Taiwan citizens, which will contribute towards strengthening trade and investment relations between the EU and Taiwan as well as people-to-people contacts;

Minutes shall be agreed upon by those persons selected from each side to chair the meeting jointly, and shall, together with the report, be made available to the Joint Cooperation Committee established under the 1976 Framework Agreement on Commercial and Economic Cooperation between the European Community and Canada as well as appropriate Ministers of each Party.

It is a straightforward framework agreement, intended to replace the 1993 framework agreement for cooperation; this is in spite of Parliament's repeated calls for an association agreement.

1.3. The signature of the fourth-generation framework cooperation agreements with MERCOSUR (Inter-regional Framework Cooperation Agreement of 15 December 1995) and Chile (Framework Cooperation Agreement of 21 June 1996) was a milestone in the EU's relations with the four MERCOSUR countries (Argentina, Brazil, Paraguay and Uruguay) and Chile, and a qualitative leap in Europe-Latin America relations.
