The new programme will build on the results achieved through the current (2008 – 2013) programme, taking also into account the recommendations of the ex-post evaluation of the programme 2003 – 2007 and of the mid-term evaluation of the programme 2008 – 2013.

As set out above, the Spring 2009 European Council will be an important mid-point in the Action Programme and the 2008 Commission APR will, therefore, contain mid-term assessment of the Programme, accompanied, where necessary, by further proposals to strengthen it.

It is anticipated that the programme will be subjected to dual evaluation: evaluation based on the indicators and results contained in the annual work programmes, and evaluation carried out by external independent experts half-way through the programme, i.e. in the third and final years of the programme, and after its completion.
