This letter addressed to the Prime Minister was sent and signed by the president of the Association des communicateurs scientifiques du Québec, the president of the Association science et bien commun, the president of Canadian Journalists for Free Expression, the president of the Canadian Science Writers' Association, the executive director of the World Federation of Science Journalists and the president of The Professional Institute of the Public Service of Canada.

The conference has been organised by the International Council on Monuments and Sites (ICOMOS) and its partners from the APPEAR project. As well as the CoR and the European Commission, the event is also backed by the European Parliament, the United Nations Educational, Scientific and Cultural Organisation (UNESCO), International Council of Museums, Council of Europe, World Tourism Organisation, Council of European Municipalities and Regions, European Archaeologists Association and European Association of Historic Towns and Regions.

Welcomes the increased science and technology cooperation and the establishment of a long-term partnership between the EU and Russia bringing together the European Space Agency and Rosavia Kosmos, which will concentrate on launch services, global satellite navigation and global environmental monitoring;

Several international organisations (governmental and non-governmental such as - Council of Europe, European Science Foundation, UNESCO, WHO, World Medical Association, FAO and others) are actively promoting ethics in science and research.

As regards world problems, priority should be given to matters of the new relationship between science and society and to specific problems which require the mobilisation of research efforts throughout the world: infectious diseases related to poverty, biodiversity, new forms of energy, the digital divide, climate change, food safety, etc. European integrated projects or the pooling of national research programmes will be particularly appropriate for these issues, with third country research staff and institutions involved as associates.

The Commission is therefore proposing an interregional association between the Union and Mercosur. 2. EU-Mercosur interregional association The long-term goal put forward by the Commission today is an EU-Mercosur interregional association founded on a balanced political, economic and trading partnership conducted in a spirit of solidarity, notably through the gradual establishment of a free-trade area for industrial products and services together with reciprocal and gradual liberalization of trade in agricultural products, taking account of the sensitivity of some products. Cooperation, political and otherwise, could be deepened at the ...[+++]same time. The objectives of association would be: - to foster interregional flows to the advantage of both partners and within the bounds of the Uruguay Round Final Act; - to promote strategic investment by firms; - to strengthen political cooperation at international level, in particular by seeking to reach joint positions in international forums on issues of mutual interest, including world peace and security; - to improve the efficiency of the Union's external activities by establishing a new framework for relations with partners of a similar nature. Though it is too early to state in detail the components of such an association, the main lines would be: - the gradual establishment of a free-trade area for industrial products and services and, taking account of the sensitivity of certain products, reciprocal and gradual liberalization of agricultural trade; - cooperation and dialogue on trade issues; - the liberalization of trade in services and capital; - joint financing instruments for regional projects; - cooperation on environmental issues and transport; - cooperation on science and technology; - cooperation on information, communications and culture; - interinstitutional cooperation; - political cooperation and coordination in international forums; - industrial cooperation; - cooperation regarding the informatio ...
