The European Council has concluded that the macroeconomic dialogue at technical level should take place in a working party set up in the framework of the Committee in collaboration with the Employment and Labour Market Committee, with the participation of representatives of both committees (including the European Central Bank), of the Commission and of the Macroeconomic Group of the Social Dialogue.

In the light of the discussion and the comments and suggested amendments put forward by the delegations, the Presidency said that it would be preparing a revised text of the Guidelines for the joint Labour and Social Affairs/ECOFIN Council on 1 December, on the basis of the communication from the Commission; account would obviously also be taken of the discussion to be held at the ECOFIN Council on 23 November and the opinions of the Employment and Labour Market Committee (ELMC) and the Economic Policy Committee (EPC).

EMPLOYMENT AND LABOUR MARKET COMMITTEE The Council held an exchange of views on political aspects of the proposal for a Decision setting up an Employment and Labour Market Committee.

Whereas this coordination of Member States' employment policies should be implemented through the adoption by the Council, having received the opinion of the Employment and Labour Market Committee acting in close cooperation with the Economic Policy Committee, of employment guidelines, which are compatible with the broad economic policy guidelines and which set specific targets, the achievement of which is regularly monitored under a common procedure for assessing results;

(a) carry out in the second half of 1998, on the basis of the information provided by the Member States, and after receiving the report of the Employment and Labour Market Committee, an examination of the manner in which the Member States have transposed the guidelines in their national policy; (b) and, in parallel, prepared jointly with the Commission, taking account of that examination, a report on the employment situation in the Community and on the main measures taken by the Member States to implement their employment policy in the light of these guidelines, which report will be submitted to the Vienna European Council.
