Plusieurs accords ont été signés pour la formalisation de cette opération financière en faveur de l'Union Soviétique le 26 novembre : - Une convention entre la Communauté, représentée par le Président Delors et le Commissaire Van Miert et l'Union Soviétique, représentée par M. Silayev, Président du Comité Economique Interétatique de l'Union Soviétique pour fixer les modalités de la garantie de crédit et la liste des produits susceptibles d'être achetés par l'Union Soviétique.
On 26 November several agreements were signed to formalize this financial operation in favour of the Soviet Union: - a convention between the Community, represented by Mr Delors and Commissioner Van Miert, and the Soviet Union, represented by Mr Silayev, President of the Interstate Economic Committee of the Soviet Union, to determine the details of the credit guarantee and the list of products to be purchased by the Soviet Union.
