This report provides an initial assessment of the progress made since 2001 and outlines a number of future orientations, which can guide the review of the Sustainable Development Strategy which will be presented in a separate Communication to the European Parliament and Council later this year.

The primary energy ratio (PER) is given by: COP × 0,40 (or COP/2,5) for electrically driven heat pumps and by COP × 0,91 (or COP/1,1) for gas driven or gas absorption heat pumps, where 0,40 is the current European average electricity power generation efficiency including grid losses and 0,91 is the current European average gas efficiency including distribution losses according to Directive 2006/32/EC of the European Parliament and of the Council of 5 April 2006 on energy end-use efficiency and energy services and repealing Council Directive 93/76/EEC (1).

On the basis of Member States’ reports and the advice of the High Level Group, the Commission will present a further communication to Parliament and the Council, proposing a comprehensive approach to multilingualism in the European Union.

This Communication follows and complements previous reports and texts related to free movement, such as the Commission's 1990 Communication on Frontier Workers [5], the Report of the High Level Panel on the free movement of persons (the "Veil Report") of 1997, the Commission's Action Plan for Free Movement of Workers [6], the Resolution of the Council and the Member States concerning an act ...[+++]ion plan for mobility [7], the Recommendation of the European Parliament and of the Council on Mobility [8], Commission Communication on a mobility Strategy for the European Research Area [9], the Communication on New European Labour Markets [10] and the Commission's Action Plan for Skills and Mobility [11].
