Senator Roche: Will the minister recognize that many important groups in Canada believe that the reason the bill was not split is that the first part prohibits cloning, which almost everyone is against, and the second part deals with the regulation of research activities, which gets into the question of embryonic research, which in turn touches on the sanctity of life?
