The Action Plan, with the overall objective to ensure that European labour markets are open to all with access for all, serves a dual purpose: first, to guarantee and to put into reality the freedom of movement of workers, a fundamental right of the citizens enshrined in the Treaties; secondly it contributes to building up a well-educated, adaptable and skilled workforce, which is the key to future employment and productivity growth.
