Elle a fait remarquer qu’il serait difficile d’établir la ZLEA en 2005 comme prévu à cause des actions américaines au sujet des subventions agricoles et des importations d’acier, et aussi à cause des pays de l’hémisphère qui ne sont pas prêts à une libéralisation globale du commerce.
A somewhat pessimistic view was also expressed by Gwyneth Kutz (Counsellor and Alternate Representative of Canada to the Organization of American States), who remarked that the 2005 FTAA target had been made more difficult to attain by U.S. action on farm subsidies and steel imports and by the lack of readiness on the part of the countries in the hemisphere for comprehensive trade liberalization.
