Some Member States have implemented innovative sources of financing (such as the airline ticket tax for an International Drug Purchasing Facility - UNITAID, and the International Finance Facility for Immunisation - IFFIm) in favour of developing countries.

EU Research Commissioner Philippe Busquin said: "This important initiative shows our commitment to help developing countries combat these diseases by working together to develop vaccines against AIDS, tuberculosis and malaria, and to make treatment cheaper as well as adapt it to the needs of the poorest countries.

The European Commission has proposed to support a long-term partnership between Europe and developing countries by providing €200 million for the development of new medicines and vaccines against HIV/AIDS, malaria and tuberculosis.

Developing countries cannot be left aside, and assistance is provided to them throughout all the fields of the fight against antimicrobial resistance: surveillance networks, data gathering, research and licensing procedures of new drugs and vaccines, disease prevention, education of prescribers.

It: - calls on Member States to speed up the full implementation of the Directives concerning the internal market, in particular in the public procurement, investment services and insurance fields; - asks the Council to expedite proceedings for the adoption of the Statute for a European company and the legal framework for biotechnological inventions and stresses the importance of the recent agreements within the Council on the internal electricity market and telecommunications and calls upon the Council to go further in the direction of the greater liberalisation in those sectors; - calls on the Commission to submit the Council before the e ...[+++]nd of the year the initial results of its initiative on practical simplification measures (SLIM); - requests the Council to adopt the new action plan for small and medium- sized enterprises (SME) before the end of 1996 to reinforce the potential for their further development so that they can benefit fully from the internal market and thus make a more effective contribution to the creation of jobs; - calls on the Commission to draw up an action plan concerning the measures to be taken with regard to innovation; - requests the Council to submit to it, before the European Council in Dublin, a report on the development of tax systems within the Union, taking account of the need to create a tax environment that stimulates enterprise and the creation of jobs and promote a more efficient environmental policy.

II. WITH RESPECT TO RESEARCH AND PHARMACEUTICAL INNOVATION 1. notes with satisfaction that the 4th Framework Programme of Community Activities in the field of Research, Technological Development and Demonstration takes into account the special characteristics of pharmaceutical research in a specific programme relating to biomedicine and health; 2. notes that the Commission is setting up a Task Force on vaccinations and viral diseases which it considers will encourage partnership between industry, public research institutes and unive ...[+++]rsity circles; 3. notes with interest, having regard in particular to the Council Resolution of 20 December 1995, [11] that the Commission will carry out studies and, where necessary, submit appropriate proposals to create an economic environment which encourages the pharmaceutical industry to carry out research in the field of orphan drugs; 4. underlines the need to continue to guarantee the protection of intellectual property with regard to pharmaceutical innovations; 5. stresses the importance of an efficient chemical industry in the process of innovation of the pharmaceutical industry; 6. underlines the growing importance of biotechnology in the pharmaceutical sector; is aware of the problems and new opportunities opened up by biotechnology; invites the Commission to continue its efforts to ensure a stable and safe environment for biotechnology, particularly by tailoring regulations to the actual risk taken while maintaining an appropriate level of safety and seeking a favourable framework for stimulating investment in Europe; 7. notes with interest that the Commission has submitted a new proposal to the European Parliament and to the Council on the legal protection of biotechnological inventions in order to improve legal protection and Community harmonization in matters relating to the patentability of biotechnological inventions, with due regard for bioethics and the cultural roots of Europe.
