Le rejet d'une demande est également prévu pour des raisons de secret des délibérations des autorités publiques, de défense nationale, de sécurité publique, pour permettre la bonne marche de la justice ou afin d'être en conformité avec le secret commercial et industriel, les droits de la propriété intellectuelle, le caractère confidentiel des données ou les intérêts d'un tiers qui a fourni volontairement les informations, autant de motifs de refus qui doivent être interprétés de façon restrictive en tenant compte de l'intérêt public pouvant résulter d'une divulgation de l'information.
Requests may also be refused on grounds of confidentiality of the proceedings of public authorities, national defence and public security, to further the course of justice or to respect the confidentiality of commercial and industrial information, intellectual property rights, the confidentiality of personal data and the interests of a third party who has volunteered the information, though all these grounds for refusal must be interpreted in a restrictive way, taking into account the public interest served by disclosure of the information.
