L’huissier du bâton noir est un officiel du Sénat dont l’une des responsabilités consiste à livrer des messages à la Chambre des communes lorsque la présence des députés est requise au Sénat par le gouverneur général ou son suppléant (Le 6 novembre 1997, son titre de « gentilhomme huissier de la Verge noire » a été remplacé par « huissier du bâton noir ».

The Usher of the Black Rod is an officer of the Senate whose responsibilities include delivering messages to the House of Commons when its Members’ attendance is required in the Senate Chamber by the Governor General or a Deputy of the Governor General (On November 6, 1997, the title of the Office was changed from the “Gentleman Usher of the Black Rod” to the “Usher of the Black Rod”.

Le 30 décembre 1988 et le 29 juin 1989, Marcel Prud’homme (Saint-Denis) s’est levé pour faire observer que, puisque la Chambre n’était convoquée que pour attendre l’arrivée du Gentilhomme huissier de la Verge noire qui convoquerait la Chambre au Sénat, la Chambre n’aurait pas dû faire la prière et le Président n’aurait pas dû occuper le fauteuil avant que le sergent d’armes n’annonce l’arrivée du Gentilhomme huissier (voir Débats, 30 décembre 1988, p. 851-852 et 29 juin 1989, p. 3803-3806.

On December 30, 1988, and on June 29, 1989, Marcel Prud’homme (Saint-Denis) rose to suggest that as the House was being convened for the sole purpose of awaiting the arrival of the Usher of the Black Rod who would summon the House to the Senate, the House should not have proceeded with Prayers nor should the Speaker have taken the Chair prior to the announcement of the arrival of Black Rod by the Sergeant-at-Arms (see Debates, December 30, 1988, pp. 851-2, and June 29, 1989, pp. 3803-6.
