2. Un État membre qui, après l'entrée en vigueur de la présente directive, est confronté à des problèmes d'ordre technique importants pour ouvrir son marché à certains groupes limités de clients non résidentiels visés à l'article 21, paragraphe 1, point b), peut demander à bénéficier d'une dérogation à la présente disposition, qui pourra lui être accordée par la Commission pour une période maximale de dix-huit mois après la date visée à l'article 30, paragraphe 1.
2. A Member State which, after the Directive has been brought into force, for reasons of a technical nature has substantial problems in opening its market for certain limited groups of the non-household customers referred to in Article 21(1)b may apply for derogation from this provision, which may be granted to it by the Commission for a period not exceeding 18 months after the date referred to in Article 30(1).
